CWO-4 Retired William Leroy Payne, 76, of 215 Greenbriar Dr., Jacksonville, NC died Monday, April 16, 2018 at Premier Nursing & Rehabilitation Center, Jacksonville.

Family and friends may visit at the residence.  Viewing hours are 4:00 PM to 6:00 PM Friday and 10:00 AM to 3:00 PM Saturday at Oscar's Mortuary.

His funeral service is 3:00 PM, Sunday, April 22, 2018 at Deliverance Evangelistic Temple 120 Country Club Road Jacksonville, NC. 
The interment with military honors is 12:00 PM, Monday, April  23, 2018 at Coastal Carolina State Veterans Cemetery.

He served in the U. S. Marine Corps earning the Vietnam Service Medal, Republic of Vietnam Campaign Medal,  Meritorious Unit Commendation, Navy Commendation 2/1* and many other awards and honors.  

He is survived by his wife, Ferbie Sanders Hines Payne of the home; two daughters, Terri Payne and Lillian Payne both of Hampstead, NC; one sister, Catherine Overton, Charlottsville, VA; step-children Brenton Sanders, Wilmington, NC, Gregory Sanders, Las Vegas, NV Jesse Hines, Jr., Virginia Leandra Hines, Durham, NC Victoria White, Durham, NC; five grandchildren; nine step-grandchildren.

In lieu of flowers, memorial donations may be sent to Deliverance Evangelistic Temple, 120 Country Club Road, Jacksonville, NC 28546.

    I am sorry for your loss, please accept my sincere condolences. I hope the family will find some comfort and strength in Jesus promise of the earthly resurrection(Acts 24:15)and the renewed Paradise earth, where death will be no more and no family will mourn the death of a loved one.-Revelation 21:3,4;John 5:28,29;Luke 23:43. may GOD(Psalms 83:18)grant you peace and comfort now, during this grievous time.-Matthew 5:4.

    I am very sorry that death has robbed your family of someone you loved. In the Bible there are many scriptures that provide comfort. Our heavenly father knows your distress. Jehovah our GOD is referred to as the “The Father of tender mercies and the GOD of all comfort.” Please read 2 Cor 1:3-4, Psalms 34:18 and Isaiah 65:2 for words of comfort at what must be one of the most difficult times of your lives

    We deeply feel for what you and the family are going through. At times, there isn't much that can soothe the pain this grief brings, but you may find some comfort in the words of Psalms 9:9 which reads: "Jehovah will become a secure refuge for the oppressed, A secure refuge in times of distress." Yes, our Loving God can help if we allow him to (1John 5:14). He also has made the SURE promise of a resurrection right here on earth, when it is restored to a Paradise (Acts 24:15; Psalms 37:9-11,29).
